Caroline Greenway has a distinguished background in law enforcement including five years with the FBI and the last seven as Chief Warden of Gotham City Prision - the first woman ever to serve in that capacity. Though never a member of the Gotham Police Department, Greenway was serving on an oversight committee of Police Misconduct when she was elevated to the role of Acting Commissioner.
As an FBI recruit, Greenway was a champion athlete, excelling in both Basketball and Women's Rugby. She attended State University on a Golf scholarship.
A devout believer in strict adherence to the law, Greenway ran into difficulties with her peers when she exposed a pattern of rule-breaking among her classmates.[1]
