Carter was a henchman of Ra's al Ghul.

History Edit

Carter served Ra's and Talia quite similar as Ubu did years earlier. He helped Ra's Al Ghul in his plot to transfer his spirit into Bruce Wayne's rejuvenated body. It is unknown if he survived the explosion at the compound in New Cuba.
