Dr. Blades was one of the developers of the ISO field generator rings

Dr. Blades was chief scientist at the Wayne-Powers Medical Research Facility. He was very reluctant to share the data with anyone, and disliked any military application of his technology. Bruce Wayne suspected him of being the villain Repeller.
Blades was shocked to learn his assistant Suzuki was the Repeller. Suzuki had experimented with the power limits, and found that Blades' theory on them was incorrect: there were no power limits. He then blasted Blades several times, but Batman intervened before he could finish him off.
After Suzuki was arrested, Blades became less strict. He even allowed his patients unsupervised access to the ISO Rings.
