Dr. Moon was an expert in psychological conditioning and torture, and a member of Cadmus.

Moon was recruited by Cadmus apparently to replace Dr. Hugo Strange as Division Head. His task was to determine how much information the Question had read from the Cadmus files. Moon tortured the Leaguer with an apparatus that imprinted nightmarish images into his brain. The Question resisted long enough to be rescued by Superman and the Huntress. Moon offered no resistance, but was still nearly killed by Huntress's crossbow, spared by Superman's intervention.

Doctor Moon was brought in to replace Hugo Strange, who could not be used because of the Bat-Embargo.
While unnamed during his JLU appearances, Moon was identified during the DVD commentary for the The New Batman Adventures episode "Critters".
