When Brainiac created artificial constructs based on the Justice Lords, He included a version of the Flash with a costume based on those of the Justice Lords. During his fight with the Flash, the construct argued that Flash was too immature to be among the worlds greatest heroes. In almost typical fashion, Flash argued that he was worthy as he had a seat at the conference table, which he intended to paint his logo on. Flash then punched his arm through the robot, vibrating at such a speed that it exploded.[1]

The Appearance of the Justice Lord version of the Flash is similar to the Flash's arch-nemesis in the comics, Professor Zoom, aka The Reverse Flash. The two costume designs share the same base yellow color as well as inverse colors comparable to the colors on the Flash's costume.
This Flash also features the double bands on his forearms and under his knees in keeping with the Justice Lords.
Based on the episode "Question Authority," we know the version of The Flash from the Justice Lord universe was captured by the military and Lex Luthor executed him with a rifle. The DCAU Flash was able to escape this fate in "Divided We Fall" because the soldiers holding his arms in this version of the event were android constructs made by the Luthor-Brainiac hybrid, so he could destroy them via vibration.
