At the height of the Cadmus Crisis, the Justice League Founders confronted the combined Brainiac and Lex Luthor to prevent them from destroying the planet in their quest for ultimate knowledge. To hold the League at bay, they created artificial constructs of the Justice Lords to combat their League counterparts.[1] Among these constructs was one that resembled the Flash, whose counterpart from the Lords' universe had been executed by their Lex Luthor before the Lords and the League encountered one another.[2]
During his battle with the Flash, the construct harranged him, saying that Flash was too immature to stand among the other members of the Justice League. Flash, however, argued that he was worthy, and that he had a seat on the League's governing council, which he intended to paint his logo on.[1]
The Flash construct was the first to be destroyed. Flash punched his arm through his chest, vibrating it at such a speed that the construct overloaded and exploded. [1]

The Flash construct had the same abilities as the Flash, able to move at quick speeds to keep up with his League counterpart.

The Flash construct's appearance is similar to the Flash's arch-nemesis in the comic universe, Professor Zoom, known as the Reverse Flash. Their costume designs share the same base yellow color as well as inverse colors comparable to Flash's costume.
This Flash also features the double bands on his forearms and under his knees in keeping with the Justice Lords.
