[edit] Batman's Secret Identity
After witnessing how judge Maria Vargas put her life in peril to recover a mysterious cassette, Batman decided to investigate. Posing as Bruce Wayne, he payed a visit to Dr. Hugo Strange, a psychologist whom judge Vargas had recently consulted. After a therapy session, in which the doctor used a special mind-reading device that he invented, Strange accidentally discovered that Bruce Wayne was Batman, to his surprise. He decided not to use Batman's secret identity to blackmail him, but instead he contacted the Joker, Two-Face and the Penguin to auction a tape revealing the secret. However, Bruce Wayne made a false recording of Strange going on about how he would use the machine to con the supervillains, and then destroyed the mind-invading device. When the villains saw Strange's modified video, they were furious and kidnapped Strange, taking him to an airplane. He told them Bruce Wayne is Batman, but they didn't believe him (especially not Two-Face, who was friends with Bruce). The Joker was about to throw him off the plane, but were foiled by Batman.
Hugo Strange tried to tell to Commissioner James Gordon that Batman was Bruce Wayne, but Dick Grayson showed up disguised as Bruce Wayne, and that charade rendered Strange's accusation impossible. He was later delivered to the police.
[edit] Cadmus
Years later, Hugo Strange became a division head on Cadmus. After becoming unavailable he was replaced by Dr. Moon. His status is currently unknown. However, it seems likely he left a mark on Cadmus, being the one who gave up Batman's secret identity to Amanda Waller, programmed Doomsday to hate Superman, and prepared the preprogrammed memories of the Ultimen.
[edit] Background Information
According to Dwayne McDuffie, Hugo Strange's cameo in "The Doomsday Sanction" was a set up for a later appearance (presumably the Question interrogation scene in "Question Authority"). However, because of the Bat-Embargo, the character became off-limits, so they used Dr. Moon instead.
