J. Allen Carter was an Earth astronaut on a survey mission to Mars.

During the mission he inadvertently released the Imperium from their centuries-long imprisonment. An Imperium soldier assumed Carter's identity and was elected to the U.S. Senate after his return to Earth.
Carter's doppleganger promoted a program of global disarmament in preparation for the Imperium invasion. The doppleganger was killed when the Imperium was defeated on Earth.

J. Allen Carter is presumably named for John Carter of Mars, hero of Edgar Rice Burroughs' Barsoom series. Another theory on the origin of his name is that he is named after DC heroes Jay Garrick, Barry Allen and Carter Hall.
