Juice was a member of the Ultimen.
History

Juice was a mostly silent electrokinetic. When he did speak, a bolt of electricity changed his voice into a low gravel. Upon learning that they were merely the current batch from a perennially doomed experiment of creating superpowered clones with implanted memories, the Ultimen rebelled against their benefactor Maxwell Lord. During their attack on the building the labs used to make them were, they were confronted by members of the Justice League. Juice fought and lost to Batman. After their arrest, the Ultimen (minus Long Shadow, who had shifted his allegience to the Justice League) were taken to Cadmus where they are assumed to have soon died in captivity from cellular degeneration.
In order to support Galatea's attack on the Justice League Watchtower, Cadmus manufactured an army of Ultimen clones, including Juice. While retaining the Ultimen's powers and expertise in using them, the clones were essentially mindless, possessing no free will so as to be used only as living metahuman weapons of destruction (which, ironically, was what the original Ultimen feared the government wanted them to be all along). The clones served to distract the League while Galatea went after the reactor. However, the assault failed as the League successfully defended their home in a massive battle.
Powers and abilities

Juice had the power of electrokinesis; he could generate and control electricity. He could also trasform himself into living electricity and transport himself as an electric current, similar to Livewire.
Background information

Juice as well as the rest of the Ultimen are based on original characters from the SuperFriends series. These characters were meant to add racial diversity to the team but are ironically regarded as racial stereotypes today. Juice is an update of Black Vulcan, who was created as a fill-in for Black Lightning (who himself could not be used because of disputes between DC and Tony Isabella, Black Lightning's creator).
