In a parallel universe, Superman was a member of the Justice Lords. Justice Lord Superman's background matched his Justice League's counterpart, including his coming to Earth as a baby after the destruction of his homeworld of Krypton. Their backgrounds diverged with the election of Lex Luthor as President of the United States and the subsequent public execution of the Flash. Soon after, Superman, along with Batman and Wonder Woman, stormed the White House. While Batman and Wonder Woman battled the Secret Service, Superman slipped through to confront President Luthor in the Oval Office.
Despite Superman's accusations of abuse of power and such, Luthor refused to surrender and arrogantly stated that he would find a way to avoid prosecution. Project Cadmus was a secret division of the United States government dedicated to countering the power of metahumans in the world, particularly the members of the Justice League.
Cadmus's precise origins are unclear. According to General Hardcastle, the U.S. military and several major corporations had been collaborating for decades, experimenting on metahumans, extraterrestrials, and mutants, and hoarding advanced technology (human and alien), for both profit and defense. Their early efforts included Volcana, and the teenagers whom The Joker remade into the Royal Flush Gang. It has also been hinted that the "Big Bang" which occurred in the City of Dakota, which exponentially increased the metahuman population, was sanctioned, and possibly orchestrated, by the government and Edwin Alva.
