See, I've been looking for the episode of Batman which this GIF is from

  Tim's been off the wiki for several years, so it's not likely he'll answer.

  I did a quick check of a couple of possibles - "I Am the Night", "Mask of the Phantasm", "Feat of Clay", "Two-Face" - but I'm not seeing anything that resembles it (could have missed it).

  I can't see a pan of the city in the gif, can you describe what it look like? It might help, but it seems unlikely. The problem with these kind of things is that it's very tricky to discover where it's from - it's better to ask whoever uploaded or created it..
