Paul Williams (Born: September 19, 1940) was the voice of Oswald Chesterfield Cobblepot, aka the nefarious Penguin, of Batman: The Animated Series. He recorded his voice for 6 episodes out of the 86 of the original series, and four episodes from The New Batman Adventures making him one of the most recurring villain voice actors during the series run.
He was replaced by David Ogden Stiers in Batman: Mystery of the Batwoman for undisclosed reasons.

Paul Williams is a part-time actor who has appeared on stage and screen. His most notable appearances were in some of the Muppet productions and the "Smokey and the Bandit" series. He is best known as a prolific and successful songwriter, with several hit songs in the 1970's, both sung by Williams and other artists such as Three Dog Night and the Carpenters, who performed notable hits: "We've Only Just Begun" and "Rainy Days and Mondays." He also wrote one of the Muppets' signature songs: "The Rainbow Connection." He also appeared as himself (voice and all) in an episode of Dexter's Lab where he was Dexter's piano teacher.
Most of his albums he sang himself including "Just An Old Fashioned Love Song" (which had a Top 10 song of the same title) and "A Little Bit Of Love" (which had the chart topper "Sad Song (Used To Be Our Song)").

Williams is married to writer Mariana Williams. He has a daughter named Sarah and his son, Cole, has established an acting carrier. He is brothers to Mentor Williams (whose also a noted composer) and the late NASA astronaut John Williams.
