The Puppeteer was only seen when Lex Luthor's mind switched with Flash's. His ultimate fate is unknown.

The depicted subject bears the likeness of Puppeteer from the DC Comics; however, the DCAU item was never named on-screen, or otherwise. The title of this article is conjecture based on the item's likeness. The Puppeteer is Jordan Weir, a scientist who created a hypno-ray which compels others to obey his commands. He has encountered and fought Green Lantern, the Justice League, and the Teen Titans.
