Rogue's Gallery is a old expression referencing a cast of villainous characters who frequently battle a common hero. The term was popularized by the old Dick Tracy comic strips of the early-to-mid 20th century. It later applied to any regular rotation of villains that appeared to battle a certain hero or group of heroes, most commonly Batman and more specifically, the Flash. The Flash's foes have gone so far as to band together and unionize in a group of aptly-named "Rogues."
Justice League Unlimited depicts a wide range of villains battling various heroes. Though they are usually paired off by history, occasionally certain villains will cross into a different hero's path, whether on purpose or simply as part of a larger group.
