Shifter was the only female member of the Ultimen and twin sister of fellow teammate Downpour. She constantly argued with Downpour, but would do anything to protect him. She had the power to turn into any living or formerly living creature, though she kept her albino skin color during her transformations. When the Ultimen found out they were clones, she and Downpour attacked and were defeated by Aquaman. After their arrest, they were taken to Cadmus where they are assumed to have died in captivity.
