Simon Stagg is the man responsible for creating Metamorpho.

Simon Stagg attempted to create the ultimate soldier-a metamorpho. Stagg used his Stagg Enterprises Chemical Division to create a formula capable to turn a human into a shape shifting soldier. Knowing he couldn't expose the chemical, he ordered his bodyguard, Java, to carry the briefcase. Upon a train accident, however, the chemical was accidentally dropped. Stagg blamed Java for being incompetent and decided to test the chemical in one person.
Visiting his daughter, Sapphire, Stagg learned that she was engaged to Rex Mason, one of his employees. Upset by this, Stagg decided to test the chemical into Mason, which as a result, turned him into a shape shifting mutant, a Metamorpho to describe it. Enraged by this, Mason, dubbing himself Metamorpho, decided to carry up revenge against Stagg, until Stagg tricked him into believing that Sapphire was dating another man- John Stewart. Metamorpho went insane and went out destroy Stewart while Stagg enjoyed the show.
When Metamorpho learned that Sapphire wasn´t dating another man, however, he went after Stagg. Upon arriving to Stagg Enterprises, Metamorpho was frozen by Java. Back at Stagg Labs, Stagg attempted to create a new version of the formula, until Metamorpho intervened. In the tussle, a short circuit happened and Stagg's mind was transferred into a monster version of the formula. His mind trapped into the monster's body, Stagg's lifeless body was found by Justice League.
Now a giant green monster, Stagg rampaged in Metropolis to find his daughter Sapphire. After a battle with the Justice League, Stagg took his daughter and climbed the tallest building in a King Kong-like scene. In the last moment, Metamorpho appeared and when Batman discovered that the way to stop Stagg was a polypetyde, Metamorpho morphed into the chemical and dived inside Stagg. As a result, Stagg was blown up in several pieces while Metamorpho regenerated and came back with Sapphire.
Stagg's final fate is unrevealed. It is still unknown if Stagg regenerated the same way Metamorpho did or he is truly dead. It should be noted that Stagg's body started to sit up and scream while the monster was destroyed.
