Tayko was an athletic girl in Terminal's gang. She was there for fun, and liked showing off her athletic skills. She wasn't much of a fighter, but she could defend herself.

This Joker was never referred to by name in the cartoon. However, she was named Tayko in issue 12 of the Batman Beyond comic.
