An unnamed group of Justice League heroes sent by Mr. Terrific to substitute for Superman at a parade, but end up having to defend the city against the super soldier General Wade Eiling.

Although they were never referred to as "The Seven Soldiers of Victory", these are all of the original members of the team in the DC Comics (save for Stargirl, who here effectively fills in for the Star Spangled Kid's role in the comics).
